    Australia’s biggest and most internationally respected universities are expected to be slugged with a “success tax” when a review of the higher education sector is released early next week.

    The review is likely to recommend a model that will redistribute non-government revenue for the wealthiest universities – including from international students, postgraduate course fees and philanthropy – to help pay for an increase in student numbers.
