    Former Productivity Commission chairman Peter Harris has labelled giving the competition watchdog powers to break up supermarket giants “a dopey idea”, saying the overseas experience showed it did not work.

    Mr Harris also raised questions about the legality of such an arrangement, citing the clause in the Constitution that saved The Castle’s Darryl Kerrigan – that compulsory acquisitions must be “on just terms”.
